Provincial Teacher Training Centre (PTTC) Programme

Strong education systems depend on well-trained and well-supported teachers.

 

For many years, Cambodia Charitable Trust (CCT) has worked in partnership with Cambodia’s Ministry of Education, Youth and Sport (MOEYS), the Teacher Training Department (TTD) and Provincial Teacher Training Centres (PTTCs) to support teacher development and strengthen educational quality across Cambodia.

What are PTTCs?

Provincial Teacher Training Centres are responsible for training primary school teachers throughout Cambodia.

PTTCs play an important role in preparing future teachers through:

  • professional training,
  • classroom practicum experiences,
  • mentoring,
  • and ongoing teacher development.

Originally starting with the Takeo and Kampot PTTCs, CCTs engagement with teacher training has grown over the years and CCT currently works alongside 16 PTTCs across Cambodia as part of a long-term partnership approach focused on strengthening teaching practice and improving educational outcomes for children.

Why teacher development matters

Educational quality is closely linked to the quality of teaching within classrooms.

CCT’s experience working in rural schools highlighted that long-term educational improvement requires ongoing investment in:

  • teacher capability,
  • practical teaching strategies,
  • mentoring,
  • reflective teaching practice,
  • and professional support systems.

By strengthening teacher training and professional development, the impact extends far beyond individual classrooms and reaches thousands of children each year.

CCT’s PTTC programme

CCT supports a series of professional development workshops and collaborative training programmes involving:

  • PTTC Directors,
  • senior trainers,
  • cooperative teachers,
  • Teacher Training Department staff,
  • and provincial education representatives.

The programme has included workshops and support in areas such as:

  • Lesson Study,
  • Enquiry Based Learning,
  • classroom observation and feedback,
  • reflective teaching practice,
  • ICT and distance learning,
  • mentoring and coaching,
  • and professional collaboration.

These programmes are designed to support practical teaching strategies that improve student engagement, participation and learning outcomes.

Partnership and collaboration

A central strength of the PTTC programme is collaboration.

CCT works closely with Cambodian education leaders, trainers and teachers to support locally relevant approaches that align with national education priorities and MOEYS Teacher Standards.

Rather than importing external models, programmes are developed collaboratively and adapted to the Cambodian educational context.

This approach helps strengthen local ownership, sustainability and long-term institutional capacity.

Observation Tool and teacher development

One important part of the PTTC programme has been the collaborative development and implementation of the Observation Tool (OT).

Developed in partnership with the Teacher Training Department, the OT supports classroom observation, professional feedback and teacher development across primary education settings.

The Observation Tool helps trainers and education leaders identify areas where additional support or professional development may be required while also encouraging reflective teaching practice and continuous improvement.

Supporting educational resilience

During the Covid-19 pandemic, CCT also supported PTTC workshops focused on ICT and distance learning to help teachers continue training and educational delivery during school closures.

These programmes built on existing relationships and collaboration between CCT, PTTCs and the Teacher Training Department and contributed to strengthening educational resilience during a challenging period.

Long-term impact

The PTTC programme forms part of CCT’s broader commitment to long-term educational development in Cambodia.

By working alongside teacher training institutions and education leaders, the programme supports:

  • stronger teacher capability,
  • improved classroom practice,
  • more effective mentoring and professional support,
  • and better educational experiences for children.

Through partnership, collaboration and capacity development, CCT aims to support sustainable improvements that continue to strengthen Cambodia’s education system over time.
